Cerema is France's benchmark institution in the fields of expertise and public engineering, helping local and regional authorities to adapt to climate change.

It assists the State, local authorities and businesses in developing a sustainable development strategy tailored to the challenges of adapting to and mitigating climate change. Cerema offers solutions that are adapted and unique to each territory. As a benchmark resource centre, it informs the choices made by public decision-makers and assists them in implementing their development projects. With a nationwide presence, Cerema has transformed itself to become the benchmark operator for local authorities and businesses. This transformation is reflected in the increased use of its expertise. The Hauts-de-France Territorial Division is particularly active in the region in a variety of fields (infrastructure, territories, building, energy, environment, etc.), with building being the responsibility of the Territoires-Ecologie-Energie-Risques (TEER) department and in particular the Bâtiments et Energies Durables (BED) group.
The BED group has organised its activities around the Performance and Asset Management of Buildings and Renewable Energies. Its employees are committed to supporting ecological transition policies by providing technical expertise to local players. In particular, the BED group has developed strong national expertise in indoor air quality (IAQ) over the last fifteen years, addressing the issue through the building object and its systems. Identifying sources of external and/or internal pollution, measuring air pollutants and optimising building use and maintenance are all areas of expertise developed by Cerema. Passing on this know-how through training and awareness-raising, both for the general public (schoolchildren, residents) and for public players (local authorities, government departments) is an important part of these missions. Cerema is a certified Qualiopi training organisation and works with schools (e.g. Hub Air Energie project). In addition, Cerema's Centre Est Regional Division has developed internationally recognised expertise in building ventilation.
